To act in the spirit of the 19th National Congress of the CPC, further implement the requirements on the reform work of "streamlining administration and delegating power to the lower levels, delegating power and strengthening regulation, optimizing services" of the State Council, simplify and integrate compulsory product certification procedures and facilitate the implementation of China compulsory certification marks (hereinafter referred to as "CCC marks") of enterprises, CNCA decides to reform the issuing and management work of CCC marks. The announcement on related matters is as follows:

I. Cancelling the approval and charges of printing/molding CCC marks

1. Since March 20, 2018, the approval of an appointed mark issuing and management organization (Beijing Zhongqiang Certified Product Mark Technical Service Center) on printing/molding CCC marks is cancelled, and corresponding approval charges are cancelled; licensed enterprises print/mold CCC marks by themselves.

2. Licensed enterprises print/mold CCC marks by themselves according to Implementation and Management Requirements on China Compulsory Certification Marks (see Attachment 1).

II. Issuing and managing standard specifications of CCC marks

1. Since May 1, 2018, appointed certification bodies issue and manage standard specifications of CCC marks and the expenses are charged according to Notice on Delegating Partial Charges of Test and Detection Operation Services by National Development and Reform Commission (NDRC price No. [2015] 1299).

2. Before May 1, 2018, various appointed certification bodies shall complete the preparation work on issuing and managing standard specifications of CCC marks, including issuing and management procedures of CCC marks, contacts and contact numbers, etc., and publish these information.

3. The appointed mark issuing and management organization (Beijing Zhongqiang Certified Product Mark Technical Service Center) issues and manages standard specifications of CCC marks until May 31, 2018, and no longer issues standard specifications of CCC marks since June 1, 2018.

III. simplifying and integrating categories of CCC marks

Since March 20, 2018, CCC marks no longer label S (security products), EMC (electromagnetic compatibility), S&E (safety and electromagnetic compatibility), F (fire control) and I (information safety), etc.; original CCC marks may be naturally transited and eliminated according to a mold replacement cycle and product inventory, etc.

IV. Strengthening follow-up supervision of CCC mark implementation actions

  When implementing standard specifications of CCC marks and printing/molding CCC marks by themselves, licensed enterprises shall be in strict accordance with relevant requirements of Implementation and Management Requirements on China Compulsory Certification Marks and Implementation Rules on Certification of Compulsory Products, establish their own systems for using and managing CCC marks and record and file the use conditions of CCC marks.

  Appointed certification bodies shall strengthen the supervision and management work of CCC marks, guide licensed enterprises to use CCC marks correctly and implement the responsibilities of certification bodies.

  All levels of local certification monitoring and managing departments shall strengthen the supervision, law enforcement and examination of CCC mark implementation.

V. Other matters

Original Management Method of China Compulsory Certification Marks (CNCA Announcement 2001 No. 1) and Announcement on Related Matters of Issuing and Managing China Compulsory Certification Marks (CNCA Announcement 2002 No. 7) are abolished simultaneously.
